Specified products:

Products which present an increased risk to a legitimate interest and for which a conformity assessment must therefore be carried out.
An overview of the specified products is given in Government Regulation 190/2002 Coll. as amended (products for which a harmonized standard exists) and in Government Regulation 163/2002 Coll. as amended by Decree No. 312/2005 Coll. (products for which a harmonized standard does not exist).
All products placed on the market must be safe (Act 102/2001 Coll.). They are subject to one or more government regulations relevant to Act No. 22/1997 Coll. This means that Act No. 22/1997 Coll. itself applies to them.

Conformity assessment

= conformity assessment
The process of proving that a product meets the requirements of the relevant standard and has the declared properties.
The requirements for the conformity assessment process are different for different products. There is a whole range of procedures. For some products, the process is entirely under the control of the manufacturer, without supervision by the certification body (the least stringent procedure), for other products the process is entirely under the control of the certification body (the most stringent procedure). The conformity assessment procedure is specified in the standard that applies to the product, for materials for the rehabilitation of concrete structures it is the relevant part of ČSN EN 1504.

Declaration of conformity:

A declaration of conformity is a written assurance from the manufacturer or importer that the product meets the requirements of technical regulations valid in the Czech Republic and that the prescribed procedure for assessing conformity has been followed (see separate entry).
When placing a product on the market according to the European system (carried out if there is a harmonized standard for the product), the manufacturer issues an "EC declaration of conformity", or "European declaration of conformity", when placing it on the market according to the national system (carried out if there is no harmonized standard for the product, but there is a specified standard), the manufacturer issues a "Declaration of conformity".

Construction technical certificate

It defines the technical properties of products in relation to the basic requirements for buildings, depending on the role the products are to play in the building.
It is issued by an authorized person (certification authority)
It is issued for a product for which there are no harmonized or designated standards. The STO replaces the missing standard
Its preparation can also be requested for a product whose manufacturer (importer) does not want to proceed according to the applicable harmonized or designated standards when placing it on the market.

CE:

A symbol indicating that a product meets the requirements of the harmonised European standard that applies to the product. It is placed on products for which the manufacturer has issued an EC declaration of conformity.

Harmonized Standard:

Only European Standards (EN) can be harmonized.
A harmonized standard defines product requirements uniformly for the entire European Union.
A standard becomes harmonized when a reference to it is published in the C series of the Official Journal of the European Communities (OJEU). The UNMZ bulletin subsequently informs about this fact in the Czech Republic.
Compliance with a harmonized standard, to the extent of its content, is considered compliance with the requirements set out in Government Regulation 190/2002 Coll., as amended.
If a harmonized standard applies to a product, its placing on the market is carried out according to Government Regulation 190/2002 Coll., as amended (the so-called European system). If no harmonized standard applies to a product, its placing on the market is carried out according to Government Regulation 163/2002 Coll., as amended by Government Regulation 312/2005 Coll. (the so-called national system).
For example, the remediation standards ČSN EN 1504-2, -3, -4, -5, -6 and -7 are harmonized.

Designated Standard:

National equivalent of a harmonized standard.

Safety Data Sheet:

Material Safety Data Sheet
A collection of information (safety, environmental, toxicological, legal, etc.) for handling hazardous substances/preparations. In Europe and many other countries, such sheets must be provided by the person placing the substance/preparation on the market (importer or manufacturer).
It must be issued for substances or preparations that contain hazardous components to an extent that exceeds the legally established limit. As a rule, however, SDSs are also made for other products so that the customer of these products is also informed that the product is not classified as dangerous.
The form of the safety data sheet is quite precisely prescribed, in the EU in Regulation No. 1907/2006 (REACH), which has 278 pages.

Legal Regulations and Standards Used:
